The PATHOLOGICAL PROCESS relationship should only be mandatory for subtypes of 276654001 |Congenital malformation (disorder)|, not all the way to the top level of Congenital disease. For example, Congenital infectious diseases are not due to pathological development processes.

Thanks Jim Case , I changed the domain to restrict to congenital malformation disorders. This would be a sub-template of congenital disorder which only have the occurrence as mandatory.
