Purpose

refsetId	SCTID	Identifies the reference set to which this reference set member belongs. In this case, set to 900000000000538005 $$ Description format reference set (foundation metadata concept) $$
referencedComponentId	SCTID	A reference to the subtype of 900000000000446008 $$ Description type (core metadata concept) $$ which specifies the description type to which this format applies.
