Peter confirmed (in MSSP-1486) that we also get Description Inactivation Indicators for inactive concepts, and in that case the descriptions remain active. Both of the concepts above were inactivated in the latest International Edition, and so any ET descriptions get marked as "Concept Non-Current" as part of the upgrade process.
