Format changed to the new format, but NOT DESIRED!

It has been changed ONLY because the new format has been HARD-CODED into the SRS and we are therefore unable to still create a valid SRS package containing the OLD format.

We need the OLD format still for one final release, because this Derivative release is dependent on the JULY 2023 INT Edition Release, which itself contained the OLD format of the Identifier file (the new format was only introduced from the August 2023 INT Edition onwards).
