Plus 22 new records added in:
as confirmed by Cathy over phone on 27/10/22 as the Refset Tool migration diff reports in the Refset Tracker (Refset Lead Assignment and Schedule - July 2022) didn't quite match up - they said 25 inactivated but 27 added back in - turned out she'd just made mistakes in the Report where she'd logged 5 concepts as "Added" when they had already existed in the Refset and so didn't need adding.
