Kai confirmed no issue here, as the problem lies with the manual classification API (https://prod-classification.ihtsdotools.org/classification-service/swagger-ui.html#!/classification-controller/createClassificationUsingPOST), which cannot currently cope with the multiple effectiveTimes in the Delta that is (so far) unique to the US Edition... ticket
