I suspect this might be the licence for the ~7000 concepts that SNOMED International have agreed for DICOM to have special use of.

Sorry not to have seen this earlier
This is a free set licenced for DICOM to use in their standards - agreement is on the SNOMED International website. We agreed the initial set (based on a set already agreed with CAP previously) and update it each release based on any required additions or changes to SNOMED CT, but DICOM make all the decisions about specific usage across their standards.
Because the set are used across their standards and they decide where, it is not available as a separate set from either SNOMED International nor the DICOM Standards Committee.
Out of interest Alistair, it would be helpful to understand why you need this as a separate set, given the use case as articulated.

Fair to say there is no pressing need for content in this area, more of an interest in doing a good job across the board in all areas of collaboration, including with LOINC etc
